China still believes in the communist philosophy, but the government also is highly pragmatic regarding its own abilities to improve the quality of the people’s lives. Other partners in the venture were the China Construction Bank, China National Investment and Guaranty Corporation, Government of Singapore Investment Corporation and the Mingly Corporation, and all banded together to create China’s first investment bank, the China International Capital Corporation.
